I used to be able to play Diablo III at higher levels, but now am limited to the "Starter Edition". I changed to a new email account and cannot access my previous characters. I have tried in vain to find a way to contact customer support, but this seem to be the only way I can send a question to the company.

The Battle.net account from which you're posting only has the Starter Edition of Diablo III on it. It was added back in February this year.

Try using another Battle.net account I found belonging to you. It has similar address to the one you're using but with an "embarqmail.com" address and a slightly different first part.

The Battle.net account from which you're posting has the standard retail edition of Diablo III. It also appears you've been working with a Blizzard representative already via a web chat session.
