I have the same problem since season 3 started.Game takes around 30-40 seconds to load.And when i do bounties i can even press M and right click the map when i'm in black screen and when i finally do enter the game the map will be up and back at all acts screen.And every time i load my ping is at 1000+ for a few seconds and then comes back to normal ~50 .Last night i had a record ping when i enterd the game 2700 and after 5 seconds down to 50.I've been wondering what is going on since a month.
Everything that is teleport in the game acts like this now for me.Tp to player by right clicking it, or using the town banner or loading a new map/area or just loading the game.
Along with this since s3 started i get some really wierd freezes randomly.Like a slow motion movie with stutter screen.And when that happens i keep an eye on fps and ping and everything is fine.Fps above 70 ping stabe 50-60.

I've just gotten a new notebook and when Diablo loads up all I see is a black screen and the glove cursor, though it's working behind the screen, i.e. loads but I can't see it. The specs of the notebook are fine for game play, the only questional part is the graphics card. My card is the Radeon r5 m230, and is not listed on the cards that is supported by Diablo nor is it on the list that says it's not supported. I've had a quick google and it has been tested before by others on how well it'll load and run diablo, and it runs fair, but I was wondering what could I do to fix the problem I have? :)
I don't even get that far.. So do you think this is a problem from season 3? I've only just purchased this laptop, though my other laptop would play D3 season 2 fine.. in saying that it wasn't actually playable because of all the stuttering in the end, but that laptop definitely wasn't made for 3D graphics.
I've sent through a Ticket to Blizzard and I'm just going through their troubleshooting steps they've sent me.. so lets see if any of those steps work! Good luck, I hope they do an update and fix that glitch for you.

Do you have vertical sync enabled in the game? Since you can't get it running to check, you can check your D3prefs.txt file and change it if needed. the file is located in your My Documents\Diablo III folder. You want to have this line in the file. Vsync "1" not this line.
