My i5-4670K with a GTX 980 and SSD has been capable of running new PC games like The Witcher 3, Rocket League, GTAV, Overwatch, and Rainbow 6: Siege at 2560x1440 and a solid 55-60fps on High settings. Hell, I was even able to run Arkham Knight with no issues when everyone else was complaining...

Yet, for some reason, I'm experiencing issues when running Diablo 3. :(

The main issue is that the FPS doesn't stay at a stable 60fps or even close. Even while just moving around towns (not chaotic battles) it'll drop down to the 30s and 40s and stutter. Doesn't seem like I can go a single big fight without a hard drop where it hits the 20s for a second and everything stutters while it quickly jumps back up to the 50s.

Even the program itself lags... When loading up the game (before even entering the world) the program will freeze for a couple seconds before it unfreezes and goes to the load screens. When loading in to new areas the loading screens can take as long as 10 seconds -- which seems far longer than the loading screen should on such a powerful PC with internet above 100mbps. I have a newer i7 with a GTX 980 Ti and the same loading screens take only a couple seconds.

Windowed, Windowed Borderless, Fullscreen, V-sync on or off, FPS capped, it doesn't seem to matter what I change, the same issues occur. Switching the GeForce power settings to max performance also doesn't help.

I've tried re-installing Diablo 3 and closing the Battle.net launcher after D3 opens, but it doesn't fix the issue. All my drivers are up-to-date and even the GeForce Experience optimizes the game on max High settings and 2560x1440x60.

This may be the cause - "optimize" is a bit of a misnomer as it will turn on every intensive graphic option available to make the game look as nice as possible without much regard for performance. You may want to dial down some of those settings or forego that profile altogether and stick with the normal in-game settings. Stuff like G-Sync, higher AA settings etc are true performance killers.

In any case, please make sure you've gone through the Performance Troubleshooting steps for Diablo III as well just in case that helps.

That's fair enough, but I'm trying to help troubleshoot this with you and that usually means trying and checking everything and anything that could be affecting your performance. The so-called optimised gaming profiles offered by graphic card driver suites usually prefer graphic fidelity over performance so it's a good idea to check if they're not overly pushing the card to its limits or even its knees.

Were you able to follow all of the troubleshooting steps linked in the Performance Issues article?
