Was playing earlier, game was running perfectly smooth at 60 fps. I turn off D3 and go back to play it twenty minutes ago.... AND my FPS never goes above 20 and the game is now unplayable... From perfectly fine to unplayable... What?

Infini,

Your prefs file looks fine, can you post your dxdiag info please? You can generate it by using the Direct X Diagnostic Tool:

Click on Start
Click on Run
Type in: dxdiag (In Vista, type dxdiag in the search field)
Hit Enter or OK

Click on the Save All Information button at the bottom, and create a dxdiag text file, and copy and paste it ALL here.

Reboot your computer too if you haven't already.
