We are gathering information on reports of latency in this sticky:
http://eu.battle.net/d3/en/forum/topic/8715651882?page=1#1

However as said above, there is an issue affecting the connection here that's outside of our networks, and we have no ability to influence the connection at this point. Please show this pathping to your ISP for further investigation.
