This is the rig:
Intel Core i7 5930k (6 core) @ 4.3Ghz
MSI X99A Gaming 7
16Gb Corsair DDR4 2800Mhz
2x SLI MSI GTX 980
2x 500Gb SSD's (Raid 0)
EVGA 1000w PSU
Windows 7 Pro 64Bit SP1
G-sync AOC G2460PG 1080p
LG Flatron W2261VP

Basically my fps is stable at 60 (because if have it capped at 60) but every 2-3 secs it will just drop for no reason, even when standing still in game. If I uncap the fps and turn v-sync off the rig can happily push D3 up to 350+ fps. But the drops in fps still occur and are actually much more noticeable at higher fps, since a fps drop from 350 to 175 is way more noticeable than say a drop from 60 to 45 fps.

I've spoken to a few friends about it and been doing research and googling for the past week. Must have spent 5 hours each nigh trying all the different solutions I found / that were suggested.
I've tried so many things ranging from almost exponential permutations of in-game & and drivers settings, to tweaking other things like DPC latency, HPET on/off in tandem with it on/off in windows too, system settings, hardware changes, 3rd party apps for alternate v-sync & fps capping, Disable Drive Indexing, Disable SLI, aggressive fan curves for cooling, minimal background processes, tweaking system services, battlenet client on/off, process affinity and priority and tweaking D3Prefs. But nothing got rid of the stuttering.

In all this testing the most i've been able to achieve is slightly reducing the stuttering a tiny bit. But it's still there and still very much noticeable.

The only thing I have not tried yet is putting D3 on a usb 3.0 flash drive, which is something that was recommended to me be a friend and also seems to be often suggested solution in may threads on the issue.

But i'll have to buy a new usb flash drive big enough to fit D3 on. But before that I thought i'd ask here and see if anyone knows of anything else I can try or if anyone can respond and actually confirm that running D3 off a usb flash drive actually solved their stuttering issues.

Doco,

I doubt that running from a USB drive will help with the symptom you're having really. It was originally used for people experiencing lag during new asset loading as they moved around in the game.

For your issue, I'd ask first that you try the game in windowed mode and see if the stuttering remains. I'd also ask that you try playing on both of your displays to see if there's a difference. SLI should be disabled as well.

Skelos,

The settings you're recommending are what a user with hardware below the min requirements might try using to improve performance a bit. They really aren't going to help Doco as his hardware is easily capable of playing the game.

Doco,

In addition to the suggestions NetQvist has added, I'd try booting in selective startup once and seeing if the stuttering is still present.

Also, while troubleshooting, I'd restore all settings to the factory defaults. Overclocking as you're doing could be introducing a problem.

You also list your OS as being "Windows 7 Pro 64Bit SP2". Microsoft never released Service Pack 2 for Windows 7. Was that a typo?
