And before I continue, I will say that this video (https://www.youtube.com/watch?v=a9y1IEUwVoM)(3:55) captures what's happening with my game perfectly. Both minor FPS stuttering and several delays for 1-2 seconds each especially when killing spree XP bonuses pop up, or when elites are killed, things like that.
Attempted fixes - Going windowed fullscreen, v-sync on/off, check/uncheck max fps settings, forcing v-sync and max rendered frames in Nvidia CP. The only other options I've seen work for people are disabling things like C1E and Turbo Boost in the BIOS plus setting your PC to high performance in Windows CP, but I haven't bothered (shouldn't have to). So far nothing has worked, and as I mentioned, forcing max prerendered frames made the stuttering far worse.
Drivers are fairly up to date, 351 something, the GTA 5 release. I haven't updated due to experiencing memory leaks on the Witcher 3 release. Haven't bothered since.
