Last night, I was powering through a t5 rift with my lightning monk with a couple friends when an orange tinted spotlight shot up from a belt upon the ground.

"C'mon Witching Hour," I shouted, thinking this much coveted item must be the end all of all belts. Lo and behold, it was. It rolled decently with 38% CHD, dex, vit, and an 11% deadly reach that I rolled off for armor (wouldn't roll all res because, it had arc res already). I put it on and field tested, and it VASTLY underperformed against my Thundergod Vigor both in attack AND toughness. (The Vigor has +lightning red AND all res; something which I think may be unique to this belt).

I was still very excited because, I have another 70 monk (inna's monkey king/ ever flowing seven sides) and thought it may be of some use to her. Couldn't lose her Inna belt, though, until I maybe find her gloves but, then I'd lose another set bonus (granted, Asheara isn't the greatest).

I had a similar experience after finding a Thunderfury which couldn't stand up to my Fulminator. Anyone else have stuff like this happen to them?

I think that's a good call. As some of the previous replies have pointed out it's all about the right item for the right build, and you may find that Witching Hour to be a better choice later on. For what it's worth, I've had a hard time retiring my Thunder Gods Vigor on my lightning Monk as well, and only swap it out when I'm working on a new build.
