I am used to seeing artifacts occur when the graphics card it self, or the memory it is using is corrupted... This is something that is very recently happening after an OS reinstall, I have reinstalled the game client twice, reinstalled drivers and done everything I can think of, yet I still get artifacts when using the actual ATI/AMD drivers for my graphics card... These artifacts do NOT exist when using the windows default driver for this card. Feels like I am playing a game from the early 2000's...
As a side note, this IS the latest driver compatible with this GPU from AMD/ATI, and they will not release any newer drivers.

Yeah the GPU is a bit old, but handles the game perfectly fine IMO with no stutter.
I ran a memory test the other day to see if I could find my original issues and never could... Had frequent crashing of certain applications a few weeks ago, decided to reinstall the OS after finding no issues.
Results of my memory testing came up clean, but when doing forced SMP, at about 27% of the way in, memtest would freeze up. The old test method passes 24+ hours with 10+ passes just fine. Not sure if this is a possible indicator of bad RAM or a bad memory controller, because it does pass regular testing, just not SMP.
You notice it around anything like entrances, lighting effects similar to that around the town portal, and when my weapon is drawn you see blocks around it...
