I've just updated the Known Issues sticky post with the following information.

Controls
  • Some players may experience in-game cursor 'lag' if they play Diablo III with a Windows enhanced DPI mouse setting at 125%. Setting it back to 100% should act as a temporary workaround.

Meanwhile, our developers have been made aware of this and are investigating now.
