wont even let me open diablo 3.
ive tried reinstalling,updating drivers,deleting battle.net nothing seems to work.

Your crashing is due to using Discord as MissCheetah suspected.

Discord Support article explaining how to disable it from starting.

Could you please post some information about your computer? You can find this information in the Direct X Diagnostic Tool:

Press Windows Key + R.
Type DxDiag and press Enter.
In the DxDiag window, at the bottom, click Save All Information.
Name the file "dxdiag" and click Save. (note where it's been saved so you can find it)

Locate the Dxdiag.txt file just created and open it to copy and paste ALL of it's contents into your reply.

I'd also like to see the D3Prefs.txt file which is located in your Documents\Diablo III folder.

You may be getting this by using NVidia's DSR feature but I can't be sure. For now, could you set the game to use the display's native resolution of 1920 x 1080?

You'll need to do this in the D3Prefs.txt file in your Documents\Diablo III folder.

You'd need to change these lines

DisplayModeWidth "2715"
DisplayModeHeight "1527"

to

DisplayModeWidth "1920"
DisplayModeHeight "1080"
